RubyGems 0.9.5

Nicest changes in RubyGems 0.9.5:

Automatic installation of platform gems
Automatic installation of dependencies (can be turned off with --ignore-dependencies)
The gem dependency command (gem help dependency for more info)
The gem fetch command (gem help fetch for more info)
